Why does the RPM go up & down & kind of sputters?

Hello, I have a 2007 Toyota Camry LE, when I start my car up after it’s been off for a good amount of time to where the oil has to reheat, the rpm begins to go up & down kind of like if it’s sputtering & it really concerns me, but after a while of driving it it doesn’t happen anymore but my A/C is not working like it should, from what my mechanic told me, & said the reason the RPM is going up & down is because since the compressor is kind of going bad & since it’s so close to the belt & all that that it’s going to cause it to do that, & had me order the valves for the compressor first to see if that’ll fix the compressor if not I’m going to have to buy a whole new compressor kit, but my question is, is the RPM really going up & down & kind of sputtering because of the compressor?

First of all if it only does it when the AC is on then it obviously has something to do with the air conditioning system. But it could be as simple as the idle up valve assembly isn't idling it up correctly with the AC on it doesn't necessarily mean the compressor is bad I would get a second opinion from another mechanic if I were you
