I have a 2009 Crown Victoria. I installed a new wiper motor. All fuses are good, but the wipers still don't work.

If you're sure that Fuse 110 (30A) in the underhood fuse box is good and Fuse 7 (10A) in the passenger compartment fuse box is good you can grab a test light and make sure you have Power on Pin 5 (Always) on the Wiper Motor wiring connector and Power on Pin 8 (with the key in the Run or Accessory position) on the Wiper Motor wiring connector, and a good Ground on Pins 3 & 6 on the Wiper Motor wiring connector.
If you do then the problem is likely a faulty Multifunction Switch.
