FOUND this when I removed SPARE Tire to change Differential FLUID. As recommended by Scotty

Well that's the way they make those crappers these days and since you were in Jersey all that salt on the road just eat some up cuz they don't coat them right when they build them

I googled 2015 Silverado frame rust, and I think that looks pretty normal for your truck.
Without any aftermarket rustproofing (applied when the vehicle is brand new), the thin layer of wax material applied by the factory will not hold up to salt and road debris abrasion.
You can scrape those areas clean, remove the rust and apply some primer and paint. That will slow it down at least.
I would not suggest spraying anything over the rust, you will only encapsulate the rot and make it worse.
