Hello Scotty!
'04 Jeep Grand Cherokee 4.0L 2WD 42RE trans.
The vehicle will not turn over, all electronic accessories work, starter relay clicks fine. Fuel pump primes nice and loud. flashing MIL. Has been starting fine until this point. When running, idle rpm has been creeping from 700 to about 400 rpm, has stalled at a red light, and will stall momentarily going 70 mph on the highway. This behavior is worse when it is freezing temps. What could be the culprit?

Have you checked the crankshaft sensor? It is a known problem on these cars.

Its possible, however the starter will not turn whatsoever. If the crank pos sensor was bad, it would still crank but not start, correct?
