2012 Acura MDX brake pads don’t polish the brake discs

Hi everyone. I have a 2012 Acura MDX. The brake pads do not create any shine on the rear brake discs. I lifted the car up and put a cinder block on the brake pedal and try to turn the wheels and they don't turn when the brake is applied but yet it doesn't look like the pads are having an effect on the disc surface. I've given it several thousand miles and the discs have surface rust on all but a 1 in. spot in the middle all around. Can someone tell me what's going on? Are the calipers bad?

From what you say, the calipers themselves are not seating the pads into the rotor properly.

They seem like they are seated correctly. I hope they weren't put on backwards or if that's even possible

are you saying this is happening with ALL your brakes? How is the car stopping?

No just the rear ones. One of them actually looks like it's starting to rub but it's not very shiny. I'm surprised because I use it everyday and when I put the brake on and lift the car up I can't turn the wheel so it is stopping the wheel from turning

Check to see that you have the correct pads for the car.  Mistakes happen.

Is the rotor surface still rusted after a long hard, highway drive? Or is this happening only every morning, after a wash/rain?
