1993 volvo starting issues

So my 2.3 non-turbo automatic 940 wagon with 246K miles has a couple of weird issues. Sometimes it doesn't start and to remedy this all I have to do is take the fuel pump relay out and then put it back in and it starts. I've tried this with the old and with a new relay and the issue is their either way. Now recently the car is having a rough start where it almost dies. I have to give it a little gas in order to get it to start without dying. It could also be down on power, but I'm not sure that could just be the way it always is as its a 3800lb car with 113hp from the factory. I haven't owned the car that long, so i don't know what it used to feel like. Any ideas would be greatly appreciated.

Fuel pump could be dying.

Pressure test the fuel line. As @Chuck Tobias said, you may have a bad fuel pump.
