No Start, Crazy Tachometer + Speedometer

1999 Honda Accord ~275K+ miles. 

Car didn’t start in two different scenarios. 

Start After 3 tries:

1) Put the key in, turn ignition. Nothing. No chugga chugga chugga from the starter. Dead silence when I turn the key.  What’s weird was that each time I turned the key, the clock would slowly fade away. And would come back. I tried 3-5 times. On the last attempt, the clock reset itself. But I was able to get it started!!!

Start after 2 jump attempts:

2) Nearly the same scenario as above. But  after the clock reset, it still didn’t turnover or start. I hooked up a portable jumper. Went to give it a start nothing. Portable jumper started beeping so I disconnected. Tried one more time, connecting the portable jumper, and viola it turned over. 

But this second time, I saw additional symptoms. As I got the car driving, and let go of the accelerator, the odometer and speedometer zero out, momentarily, then jump back up to my previous RPM, and Speed. Like a split second. 

This only happens while you in acceleration or deceleration, but not at idle. 

Additional Notes: Battery is from 2018. 

Additional Note: At night, I was able to drive for about an hour but when I got home to parallel park, as I was going back and forth backing into the spot, the card spontaneously complete died. Like all electrical shut off. Not even the clock was on. Went to open the hood and connect the charger, and as I tapped the batter terminal, the lights suddenly turned on. 

I have my suspicions of what it might be. Curious to hear your thoughts.

Start by testing the battery and make sure the battery terminals are tight and not. If not that it can also be a bad ignition switch
