Ok so it over heated awhile ago. I put in a new radiator and thermostat and housing and hoses and fuel filter and battery and ECU spark plugs and crankshaft and it still won't start. It tries but won't turn over and it made a sound like when you take air out of a tire when I continue to try to start my car. So can you help

Have you check air? On the assumption that the cooling, fuel and spark are all sound, then I would check for vacuum leaks. If the car made a gasping sound you most likely have a huge air leak somewhere. Smoke test to confirm.
