When you try to start it will crank over sputter then die. Power windows will not roll up or down on driver or passenger side and driver seat will not move forward or backwards but passenger side works fine, and a buzzing noise is coming from the glove compartment area. It has been throwing a P0405 error code and was only doing these problems when it was raining or high humidity, but after last time it died while driving it hasn't started since. In the past when this happened after sitting for awhile the windows and seat started working properly then it would start and run. Also the passenger electric control panel has been removed before and pulls out freely and noticed after checking relay fuses that someone has worked on something electrical on passenger side just in front of the firewall and covered with a good amount of electrical tape.
Could you give me any idea where to begin fixing this vehicle?

Well I would start where all the electrical tape is. And if wires are just twisted and covered with electrical tape, I would cut them and solder them together and then seal them. Not with tape but with electrical sealer which comes in a little packages were first you slide it over the wire then you side of the wire. Then you slide the electric ceiling tube over where you soldered and then heat it up with a hair dryer and then it seals and nothing else gets in. Pray it's that easy to fix because if wires have shorted out, there's no saying what damage could have been done to computer systems. Then fixing the wiring won't fix those problems if it's damaged the computer modules
