1999 Jeep Cherokee Sport. 4.0 Engine, AW4 Transmission, 4x4, 165k Miles.
I presently have no engine codes. I did purchase the Blue Driver OBDII scan tool. I am wondering what is the best condition to take live readings and what readings I should be looking for. I currently have to prime the pump a few times before starting the engine so I think my filter/regulator needs to be replaced. I may also have some vacuum leaks. I expect I should be getting better mileage than I am. Thanks,

You didn't say what gas mileage you were getting and there are a lot of factors that can affect it, but with the 4.0 and automatic typical gas mileage is about 15-16 miles per gallon. (Not much better on the highway due to having the aerodynamics of a brick.)
