Fuel gauge reads below zero

I have this 1999 Lexus Rx300 with about 290k miles on it. The fuel guage keeps misbehaving, reading way below zero. I tried replacing the sensor on the fuel pump but still no luck solving the problem. I also noticed a second fuel sending unit on the passenger side of the tank. Please what's that for, and do I need to change that too?

Your RX300 has a saddle style gas tank so they use 2 sending units.

There's a Main sender on the fuel pump module and a Sub sender on the other side of the gas tank.

They're wired in series so if one of the senders is broken the gauge won't read right.
