I have a 2002 Hyundai Elantra with 202000 MI it burns a quart of oil in between each oil change. It needs bearing and struts. now it has popping when I turn left and right should I do the work to fix it. I will do the work myself.

If it burns oil it means your engine is just flat worn out and needs a rebuild or replaced and sounds like something in the suspension is messed up but it's hard to say why without looking at it. At this point your car really isn't worth fixing because it's gonna cost you a small fortune to fix and it's going to be easier to just get something else. Hyundais don't hold up over time and you managed to get to 200k miles with one which means you took care of this car pretty well. If you can find yourself a good honda or toyota you could easily get them to 300k+ miles if you take of it like you did this car.

I have a 2006 Honda Element just replace the battery starter and alternator and the battery. Took it for a test drive and the battery died again. Had the battery tested before I bought it it was at 85%

Regarding your oil burning, check your oil often and add as needed. A quart of oil between oil changes isn’t all that bad. I have 145k miles and burn about that much too. Congrats on getting to 200k, I’m trying to get there too (with a Nissan). Best of luck
