Hello, so my mom's got a 2003 ford explorer, hers is equipped with 4 wheel drive, and the V8. The howling noise is not the power steering, or intake, the noise is loudest when idling (around 800rpm) and seems to be coming from the bottom of the engine bay. We haven't climbed under the car as we don't have a jack that can lift that much weight.

If the sound goes away when you remove the drive belt, it must be one of the pulleys. If it remains, look for vacuum leaks.
Okay, I will get the belt removed tomorrow and test the pulleys, thank you so much for your help, I'll let you know if this fixes the issue!
I wasn't able to get the drive belt off today unfortunately, it was pretty cold here in the springs, and on top of that, I got food poisoning! But I will definitely get it done tomorrow or Saturday, sorry to.keep you waiting.

Yeah. I've heard all kinds of stories about the V8's turning into rockets, but we've managed to keep this one going over 160k miles, we've owned it since new in 03, and it's never missed a beat, we haven't had any major engine issues at all thankfully.
