My power steering started whining in the winter so I added fluid. Stopped for a bit and started again. Can't find an external leak.
It still works but now fluid doesn't help, it just keeps whining. Should I use stop leak or replace the pump?

That's just a sign the pumps going out. If it really bothers you then replace it but if its not leaking at all and you don't have any problems steering then its good for now.
