I got my car back from mechanic, & after changing starter and draining cooling system, blower works but has no heat. (Later found out car was flooded in recent hurricane while at shop-- mechanic denies it so I'm not going back there). Heater control valve is not moving. I detached the cable and opened the valve manually and hoses heat up, but heat still does not come. I thought there might be an air bubble in heater box, but also seems like cable is not moved when I turn knob from cold to hot in car. Any thoughts on steps to figure out the problem? Thanks!

The car is 18 years old so almost anything goes. If the heater valve is open and both hoses are hot that indicates coolant is flowing through the heater core. If your control knob operates a blend door via cable the part the cable attaches to on either end (probably plastic) may have broken off, leaving the door in the cold position. If that's the case you wouldn't get heat even if the heater core is working OK.
