I have a 2004 park avenue 190,000 miles and when the gas hand gets on quarter tank the needle goes back and fourth to full and empty but does not do it when I fill it up? Is this the fuel pump or cluster panel issue?

It's the assembly inside the gas tank there's a float that goes up and down and on the other end of the float of the rod is a variable resistor that part is breaking and shorting out so you need a new fuel tank sensor unit
If I replace the fuel pump does it come with it attached already..I can pick a pump up fairly cheap
