After I replaced a new O2 oxygen sensor why is check engine light still on. And the code is PO135 02 sensor heater circuit bank 1 sensor 1

Well assuming you bought an original equipment sensitive that's correctly and it's working then either the wiring between the computer and the sensor is going bad or the driver circuit inside the computer that runs the oxygen sensor heater is short it out
