My sister's 06 highlander has multiple lights in the dash out of no where, vsc, traction control, abs, brake, tpms flashing. We are aware of the loose gas cap issue that coukd cause this, but she has the gas cap on all the way so that isnt the issue. Unless it requires the battery being disconnected after securing the gas cap to reset the lights?

You need to run a diagnostic scan on the vehicle. Autozone will do it for free.
