So I was trying to disconnect my battery cuz in my 2006 Scion xB. As I was unscrewing the terminal my wrench slipped out of my hand and touched both the positive and negative terminals of the battery, I saw a small spark and quickly picked up my wrench. At this moment the battery and oil pressure light are illuminated when key is in off position. The oil pressure light turns off when I turn it into run but the battery light remains illuminated. the car won't crank and headlights / horn etc don't work I checked all the fuses and none of them are blown. I also tried a different battery me short celling my battery. Any ideas of what I can do next to diagnose this problem?

Get it scanned for codes.  Could be a fusible link or a relay fried.

why were you disconnecting the battery?

I'm with @doc on this one. Everything you say that isn't working is fed power through the 60 amp fusible link inside your underhood Fusible Link Block.

(The AM2 terminal power input to your ignition switch. Your headlights. Your starter. Your horn are all powered through that fusible link).

Maybe check that 60 amp main fusible link again. Those fusible links are the most likely things to fry when you momentarily touch the battery terminals together like that.
