I have a 2007 Kia Rio with 140000 miles after I fuel it up it has problems starting after a few cranks and pumps of the gas peddle it starts but it flutters like it wants to turn off.

Check your entire EVAP system. It might be the purge valve, gone bad.

Agree with ITWT that it sounds like Evap problem. Could also be time for a new fuel pump. PS: good job getting your Rio to 140k , you must be good with proper maintenance.
