The cars major problem is that the steering wheel, when turned makes a clicking sound and feel from the inside of it, also when I drove the car the wheel was about 1/3 of a turn to the right for it to go straight.
what is the problem with this car and is it fixable by myself or do I need to go to a mechanic

Well you are stuck with it now. I would definitely bring it to a suspension shop and a quality mechanic to see what other problems it may have.

Since you've bought it from an auction I wouldn't be surprised if it was in some kind of accident that has caused this issue. So yeah take it to your trusted mechanic and hopefully it's something worth fixing (not more than the price of the car) and no other major issues.
