2007 toyota and module

I have a 2007 toyota camry. The ABS light comes on and the cluster and AC stop working and it shakes. The dealer wants to replace the actuator and control module for 2400 dollars. How do I know if it's the whole actuator or just the control module which is less than half the price?

Before anyone can give a knowledgeable answer is that you get the codes this car has onboard and go from there.  I am assuming that the dealer wants to replace the ECM or PCM whch is the cars onboard computer if I may ask.?
