Hello Scotty,
I have a 2007 Toyota Matrix that turns on with a slight delay but my main problem is that when I let my vehicle sit with not running it for over 24 hours. My vehicle doesn't want to start but it will crank but won't start. Some things that I've done to fix it is to jump the battery and that will get the vehicle going. I've taken readings on the battery and it's 12.8VDC so that reads good as far as I can tell. I don't know if this makes any sense but I hope someone can give me some help before I move from Washington State. Thank You For the support.

That's not really the way to test the battery. How old is it? The battery and alternator should be load tested. Other than that there is information on diagnosing a no-start problem in the site FAQ.
