251,936 miles the power steering fluid reservoir is foaming up and when I remove the cap it gushes out and very dirty inside. I replaced the hose from the reservoir to the pump and put all new fluid and the steering wheel is still whining. Do I need a new power steering pump?

Remove the old power steering fluid. Refill the reservoir and properly bleed the system of air. If it still makes noise and doesn't work, replace the pump.
