2008 tacoma 4cyl manual transmission. 81k. Is this a good year? Any known issues with this year?

Frame rot. Has the frame ever had work or been replaced?

Yeah, these are pretty famous for rusted out frames. Get on the ground with a flashlight and check it out. Also, get a leak down test on the motor. It'll tell you if it's any good or has been neglected.
