Catalyst not ready

If the CEL has recently been reset, the car may not have been driven enough to be ready for the test. Also, on a recent video Scotty said that sometimes a car won't ever show ready if it is stuck in the limbo land of not being bad enough to set a code but not good enough to tell the computer "okay". Try driving for a few days and check it with an OBD scanner that checks the readiness for an emissions test.

Evap system problem could be just a bad gas cap or a deteriorated hose. Catalyst problem may be a bad downstream O2 sensor. Check the simplest, cheapest things first.
