I have a 09 Altima 2.5 (152,000 miles) that loses power after a drive on the highway. Maybe after a 30 min drive. If I come off the highway and slow down, it doesn't want to accelerate past 25 afterwards. What could be causing this issue? It doesn't happen taking regular streets for that long. Just after highway driving. I have heard it can be a clogged cat or fuel filter. The transmission. It doesn't throw any codes or have the engine light on.

Check the fuel filter first. You said you might have a bad cat but no check engine light or code- go to a independent mechanic and see if your cat is having issues.
