I know the code is small evap leak, and I have a basic scan tool which let me clear the code after changing the gas cap. The code came back.
I have discovered that after the code reset I can drive forever (100s of miles) without it coming back on, as long as I stay under 50mph. If I go on the highway 55+mph the code comes back. So, something at higher speeds/rpms is triggering the code, and its apparently not the gas cap being loose.
Any idea what I should look to next as a solution, given the odd symptom?

You need live data for that, but odds are that you have issues with the charcoal canister system. You may have valve issue, or the canister may be faulty and a good scan tool is needed to analyze the data.
