I have a 2011 Honda accord EXL four-cylinder 153,000 miles why would there be oil around the alternator and is it possible for a alternator to charge but not charge the battery fully and cause it to go dead overtime

Oil around the alternator is likely a valve cover gasket leak and yes, your alternator could be failing to charge the battery, but it could also be a bad battery. You should have them both load tested to find out what's wrong. Many auto parts stores will do it for free.

you have an oil leak, and it's splashing onto your alternator
