2011 Toyota Camry 83,000 my car only gives me 16-17 miles per gallon in the city and 20-21 mpg in the highway. I changed oil, cabin filter, air filter and engine filter at 80,000 and still get same mpg. What else can I do to improve mpg?

Change the spark plugs. How are your tires and brakes?
I changed the brakes last year and tires I got them 2 1/2 years ago
Make sure that the brakes are not sticking to the rotors and the tire pressure is up to par.
