2012 Cadallic CTS4
We replaced the rack and pinion and the power steering pump, and the steering wheel is still hard. It's hard to turn as well! Can you please tell me what you think it could be?

Did you use OEM parts?
@chucktobias no I didn't I ordered my parts from ebay
@milton708 Ebay is notorious for inferior Chinese knockoff parts. That could be the whole problem.
