Hi, my 2013 Highlander windshield wipers sometimes don't work at all, sometimes they work fine but the high setting never works. I cleaned the contact switch, didn't help. I'm wondering if it's a switch issue, a motor issue or a fuse/relay issue.
Any insight?

More often than not. It's the motor assembly starting to go out.
