My 2013 Honda CRV EXL, AWD, 150000 miles - I can't find the fuse in any manual or fuse diagram. Is it a fuse problem or an actuator? please give me a cheap solution. thanks.

You're going to have to do basic electrical troubleshooting to find the problem. I would first test the actuator to see if it's working and if so trace back from there using a wiring diagram to find the fault. The wires going into the hatch would be a prime suspect since those flex every time it's opened or closed.
How "cheap" it's going to be depends on the source of the problem. If it's a broken wire going into the hatch it should be pretty cheap to fix. If it's a problem in the body module then you're talking $$$.
Does it have the auto opening/closing tailgate or is it manually operated?
