My instrument cluster all works on my 13 veloster except gas and temperature gauge which is digital and lights for speedometer and tachometer. I got a new one thinking it was bad but it doesn’t work either, can’t find a bad fuse. I don’t know what is wrong with it.

Is the connector/wiring good?
The wiring is good, it just went out, is there a fuse or relay just for the lights or could it be a fuse or relay for the dimmer switch
It may be the dimmer switch, although Hyundai has a few fuses controlling the instrument cluster, so you might want to swap/replace them to check - https://www.autogenius.info/hyundai-veloster-2012-2014-fuse-box-diagram/
