I bought a 2013 Toyota Corolla LE 1.8L for 7k. It has 28,000 miles on it a military service member owned it don’t know if he ever replaced the transmission fluid. It has the dipstick as well should I just change the fluid now and be safe then sorry?
A red tint is what you want to see. By miles it doesn't need changing. Due to age I would change it myself.
I would just change it now for piece of mind (drain and fill along with filter change). Most other cars that get driven the US DOT-reported average of 13,500 miles a year would need their transmission fluid changed every 3-4 years (which comes to every 40,000-50,000 miles for a regular - NOT CVT - automatic transmission). At 8 years, you are at 2x that.

does the level and color of the ATF look good?
It still has a reddish tint to it. I’m I wasting my money by changing it now, it is a 8year old car
