2014 chevy cruze 1.4l turbo 146000 turbo under boost and cat low efficiency. Could catalytic converter be bad?

It might be a clogged catalytic converter. Scotty shows how to test for this with an exhaust back pressure gauge.
@oskool just watched video the car runs fine even for days at end but will die and have a hard time starting after and they were only codes reading did test o2 both one and two and showing that bank 2 is doing same as one when I should be at 6v so dunno maybe be something other then cat bad thanks for info
