My wife has a lexus IS 350 F SPORT and during normal inspection at the dealer, they said she needs new brakes and possibly new rotors.  The car only has 13,000.  Are they scamming me?  Brakes usually last at least 30,000 miles.  They tell me it is becauses this cars is an F Sport.

No idea maybe being it to other dealership or mechanic to confirm.

Worst case jack up your fan and measure the brake pad and disc and confirm what is minimal wear allowed

One foot on the gas and one on the brake will do that. Seen it happen a lot. Same with driving with parking brake slightly on.

San Francisco constantly up and down steep streets ?

If the car is 6-years old, then yes it probably needs new brakes on the frontend. I would have another independent mechanic that works on Toyotas' and Lexus inspect the brakes all the way around. Don't trust dealers, they got to pay for all that real estate, shop inventory, sales floor and employees. So, they have an incentive to over "sell" services. Ask any car dealer owner and they make money in the service department not by selling cars. period!
