If the muffler heat shield has become completely detached from the car and is just laying on top of the muffler, is it ok to just remove completely or must one be put back on? On this vehicle there does not seem to be a way to reattach it or attach a replacement heat shield to the bolts above unless you drop the muffler from the car.

I would take it to a muffler shop and have it re-attached properly.

The heat shield is there for a reason. If wiring is routed above it the insulation might melt without the shield.
