This was taken to the dealer for service by a friend at the dealership they insisted that she have the brake fluid flushed and replaced. I told her not to do this as it was not needed for 2018 car with 31k miles on it. I think this was a clear money grab, could you weigh in please.
It's not unreasonable, as brake fluid is hydroscopic. When it reaches 4 percent, it's contaminated. (The fluid in the reservoir can be tested with a < $10 tester). Having said that, an independent shop might well be able to do it cheaper and better. In fact, it's not that difficult a DIY job.

I would suggest reading the maintenance section on the owners manual to see at what mileage you should change your brake fluid. I agree with @conal-lane you should go to an independent mechanic instead of overpaying at the dealer.
Manufacturers recommendations can vary, but a brake fluid flush and recharge is usually recommended at 2-3 year or 20-30k mile intervals as a general rule of thumb. Don't overpay to the dealer though, find a good independent mechanic
Let’s assume this car was purchased/placed in service mid-2018. This means that it has been on the road for, … 33 months. I say, … it is almost time to bleed the system! Anyway, I’m not sure what Hyundai officially recommends, but I say 3 years between bleeding is probably max.
