2018 Subaru WRX STI Brakes

Would like to start out by saying I love and appreciate the knowledge and honesty you spread on your platforms. My question is about my Silica Black 2018 Subaru WRX STI with a Manual 6-Speed Transmission it currently has less then 31,000 miles all OEM no modifications. I religiously took the car in to my local Sellers Subaru dealer here in Michigan for all maintenance however recently i was told my Brembo Front Brakes and Rotors will need to be replaced @ $1,500 per axel with another $400 to flush my brake/clutch fluid! My question is when swapping brake pads is it necessary to replace the Brembo rotors or can i have them recut? Also, is swapping the brake/clutch fluid something i can handle on my own? I am skillful with my hands and can fix practically anything with enough time and the proper tools. If you can advise me on wether to use aftermarket pads and rotors or anything you can school me on would be greatly appreciated. Thank you

Find an independent mechanic.  The dealer is a rip off.  You probably don't need half the stuff they are telling you.

Yes, that is a rip-off.  I had a 2018 (regular) WRX and did all that myself.  Brake rotors, pads, fluid.  All in was under $300 in parts.  I suppose Brembo will be a bit more, and especially if you go with OEM (which you probably should).

If you want to do it yourself, subscribe to AllData to make sure on procedural details and torque specs.  Otherwise, I agree with @doc that you should be able to have a local shop do it for far less than the dealer.  Rough guess is that an independent Japanese automotive specialist can do it all for 1/2 to 2/3 the dealer quote, and they might tell you that at your low mileage you don't need all that (though they would have to look at it first).
