2020 Corolla SE Brakes shuddering at lower speeds

Hi, I have a 2020 Toyota Corolla SE 2.0L w/ CVT at about 37K miles (North Texas), in the past couple of months when at speeds less than 40 mph the brakes no longer have a smooth stop, more like an on-and-off grip feeling. It typically gets more prominent after the freeway to school which is a 20-mile drive.  I would be surprised if it already needed new brake pads or rotors in the front if it only has 37K miles. I did do a tire rotation not too long before the issue started occurring, I'm not sure if that was the cause though, any insights would be greatly appreciated on how to make it stop shuttering! Thank you in advance!

Check the tires for proper balance.  If not that, it should be under warranty.  Take it back so they can check for warped rotors.

It does sounds like warped rotors....so get them replaced as well as the pads, too...I don't think it is the tires because the issue didn't happen before you rotated the tires unless you criss-crossed the tire rotation (for example, left rear to right front, right rear to left front) instead of straight up swap from front to rear on same sides (left front to left rear, right front to right rear)

It’s perfectly fine to rotate tires ‘criss cross’ if they aren’t ‘directional’ and are all the same size ‘not staggered’.

What’s shuddering? The steering wheel? The brake pedal? The entire vehicle?
