3000 RPM/high idle and jolty shifts!

So my sister gave me her 2003 Ford Focus zx5 2.0L AUTOMATIC 140,000 with a high idle problem. First inspected for vacuum leaks NOTHING. Inspected air hoses NOTHING. Inspected the throttle body it seems perfect doesn’t get stuck open (tested for pressing the throttle for minutes making sure it doesn’t get stuck). the OBDll gave out a bad idle air control valve , replaced it properly. Checked again to see what it was gave the same thing but it says “IAC Low Voltage”. The car turns on but stays at 3000 RPMs and putting it into any gear bangs the tranny. The car automatically accelerates even without pressing the pedal. Un drivable and very dangerous! Please help i've check all the possible causes but none are the issue. Should I replace the throttle body ? Maybe the computer that controls the valve ? Clutch maybe? PLZ HELP MY FIRST CAR 😔
