I picked up a 85 Honda accord with 115k km, payed 500$ and 500$ to get cert. hard to start after driving, flooding out? what should I check?

you have to figure out if it's flooding out or not getting any fuel so when it's hard to start if you do get it started and rub it up and black smoke comes out it's floating out but if no smoke comes out it's not getting any fuel in which it could be the fuel pump or the fuel pump relay not energizing the fuel pump to pump fuel
