Fuel rail does not hold pressure

Does the fuel pump on a 1989 corvette tuned port injection 350 V8 have a check valve? Checking the fuel pressure on fuel rail. when the key is turned on the fuel pressure goes to 5 psi and then bleeds off to zero in 15 seconds. Checked it three times and the pressure bleeds off each time. Could this be bad injectors? The engine is multi-port not throttle body. How should I proceed testing?

There will be a check valve somewhere in the fuel injection system to retain static pressure when the engine is switched off. I don't know where that is on your car but typically it built into the fuel pressure regulator.
