Hi Scotty,
My buddy has an 8th gen civic with a 5 speed, higher milage, says it randomly won't turn over until he holds on the ignition on for a while. Took it to crappy tire and they changed the clutch position sensor to no avail. I have some mechanical ability and might be able to save him a headache if it's not the passion of the christ. I'm assuming they checked the battery charge, am guessing starter motor or ignition system. Any thoughts?

More often than not. It's a starter. Have him turn the key while somebody wraps the starter with a stick. I'm sure you have plenty of hockey sticks in Canada. If it starts cranking then it's the starter going bad
