I have a 90 tbird supercoupe.i unhooked the negative cable and used a test light between negative cable and negative battery post.it barely lit up for 1/2 a second.so i turned the key on and did it again and the light stayed on.i pulled every fuse and couldn't get the light not to light up(with key on).does this mean I have a wiring issue?

Turning the key energizes the fuel pump, and probably some other stuff too. If you test light goes out with the ignition off then you should be fine. Is there some issue you're trying to diagnose? If so, then please start your post with that.
