O2 sensor not ready for emissions test

Hi Gurus! I need your help.

I have my 97 Honda Civic Hatchback (254,000 miles)  that the computer is saying the O2 sensor is not ready to hook up for a CA emissions test.

At first the CAT also was not giving a green code so we opened it up and there was a huge crack in it. I replaced the CAT, and both O2 sensors and even the thermostat as the car was not even reaching a 150 degrees.

I then drove it about 120 miles according to the reset instructions keeping the car in a steady RPM range between 55 and 60 MPH (supposedly it takes 5 - 5 minute drive cycles to clear, also did a morning cold start and turned on the AC and defrost for 3 minutes with a slight rev prior to doing the steady driving).

Any ideas on how to get the computer to get the O2 sensor to read green and be ready for the Emission test?

When it was hooked up to a big scanner there were no codes but when hooked up to a little scanner that the smog tech uses, the O2 sensor indicates its not ready.

Thanks for any advice you can offer. I want to keep driving my car, its a stick shift and runs well otherwise.

Did you use OEM O2 sensors? Also it can take quite some time and multiple tries to get the drive cycle right.
