98 civic slightly hot

Hi scotty my 98 honda civic with 270k miles has heat issues up to 208°F. It cools down at a stop and heats up at highway speed. The coolant overflow tank gets really full and when i pour it back into the radiator it fills it up perfectly with the exact amount of coolant that was in there before. Is my head gasket blown or is it a bad radiator cap? Thanks!

The cap is the quickest, easiest, cheapest option to try first.

Radiator caps and head gasket test kits are cheap. For about 45 bucks you can get both.
