1998 Corolla cig lighter was working until I plugged in mini air compresser. I checked the fuse to the left below the steering wheel and is ok.
I think there's another fuse but cant find out anything on youtube or internet.

check for corrosion and dirt inside the socket
The lighter isn't used for cigs at all...never, just to charge phone so nice and clean.
I'm not accusing you of being a smoker. It's just that over 23 years metals can oxidize (only exposed to the air).
If you detect 12V on the fuse, then the problem could be in wiring between fuse and socket.

Replace the socket itself. Couple of bucks at Autozone, O'Reillys, etc.
