I have an Honda Accord Sports sedan 2013 and having an issue with A/C not blowing cold when sit idle for a long time(or stop at the red light) or when car not moving in general. When driving as normal then A/C cold as usual. I haven't refill freon since I bought it though. Will I refill the freon fix the issue or it is other issue? Appreciate your advice.

Are your radiator and condenser fans (if so equipped) working properly?
I think it should since when the car moving I got normal A/C cold air. Not as cold as like brand new car but just like normal old car.
It only getting warm air after the car sitting idle like you waiting for someone with the engine on or like wating at a long red light in traffic. After the car moving again it is back to normal.
Plus i haven 't got A/C service on this car since I bought it new 10 years ago.

If the fans are not flowing enough air over the condenser that's the exact symptom you'll get, AC works OK when the car is moving but gets warm when the car is stopped.
If that's not the cause the only way to know you have the correct amount of refrigerant is to evacuate the system and put back in the correct amount by weight.
Thanks for the advice. Is this something I can do myself or will have to have a machanic to do it? And how much it usually cost for this?
You should be able to visually check that radiator and/or condenser fans run when the AC is turned on. Also check that the condenser is not choked with debris. Other than that if you have never worked on car air conditioning it would be best to take it to a mechanic - it's very easy to make things worse or even injure yourself. (Find a good independent mechanic, not a dealer and not a chain shop.)
Just as @chucktobias said, it is a very high chance your fan, or fans are not running.
When I lived down south it would really push a car's A/C to the limit. A friend's car had two fans on the front, I asked her to take a look and sure enough one was stopped. That was all it took for the air to not be as cool when she was at a stop.
